"State Policies Aimed at Strengthening the Family in Türkiye and Uzbekistan"

Between November 16 and 18, 2025, historic steps were taken in major centers of Uzbekistan, particularly in the ancient and historic city of Bukhara, to reinforce friendship, scientific cooperation, and family values between the two brotherly nations. With the participation of the Ministry of Family and Social Services of the Republic of Türkiye, the Women's Committee of Uzbekistan, the Uzbek Women's Rights Association (ÖKHD), the Women and Democracy Foundation (KADEM), the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, as well as chairs of women's advisory councils of various universities, female academics, and representatives of the Uzbek scientific community, an international conference titled "State Policies Aimed at Strengthening the Family in Türkiye and Uzbekistan" and a series of strategic visits were successfully conducted. As a preliminary phase prior to this major symposium, the III Preparation Seminar on "Strengthening the Family" was organized through the partnership of Istanbul Commerce University, the Ministry of Family and Social Services of the Republic of Türkiye, ÖKHD, KADEM, and the Ministry of Higher Education, Science and Innovation of Uzbekistan. The proposals presented during the seminar regarding the preservation of family values, ensuring social stability, and the education of youth received high acclaim from international scientific circles. Within the framework of academic engagements, a delegation comprising the Rector of Istanbul Commerce University, Prof. Dr. Necip Şimşek, the Director of the Women and Family Research Center, Dr. Ayşen Baylak Güngör, Research Center Specialist Güllü Buzunoğlu, and Dr. Zebiniso Kamalova paid an official visit to the Ministry of Higher Education, Science and Innovation of Uzbekistan. Warmly and cordially received by the Advisor to the Minister, the delegation engaged in extensive discussions regarding partnerships in higher education, scientific and academic exchanges, and the development of educational projects. Following this meeting, a visit was paid to the University of Exact and Social Sciences in Tashkent. Welcomed by the university administration, the delegation discussed scientific cooperation between the higher education institutions of the two countries, academic exchange programs, and prospective directions to enhance the quality of education. During the meetings, special emphasis was placed on experience sharing, the integration of science and education, and strengthening the bonds among youth. During the Samarkand leg of the event, the delegation from the Ministry of Family and Social Services of the Republic of Türkiye and KADEM was welcomed with an official ceremony at Samarkand International Airport by Ozoda Islomova, the President of ÖKHD, and honorary members of the association. A cultural visit to the Gur-e-Amir Mausoleum and the Shah-i-Zinda Complex—historic and cultural symbols of Samarkand—was organized for this delegation, which included the Chair of the Board of KADEM, the General Manager of the Family Institute, the Deputy General Manager of Family and Community Services, and faculty members from Istanbul Commerce University. Throughout the visit, the guests were provided with detailed information about the historical significance, architectural styles, and the rich cultural heritage of the Uzbek people embodied in these unique monuments. Mutual exchanges of ideas and sincere cultural dialogues further reinforced the spirit of friendship between the two nations. The main pinnacle of this comprehensive process was the international scientific-practical conference hosted by Bukhara State Technical University on November 17, 2025. Bringing together experts, scientists, and sector representatives from both states, this prestigious convention served as a platform for in-depth deliberations on modern approaches and advanced practices concerning family policies, social protection, gender equality, increasing the social activism of women, and supporting the family institution. The conference functioned as a powerful mechanism that crowned the friendly and strategic partnership relations between the two countries, while laying a solid foundation for future joint projects and new initiatives. On the final day of the program, November 18, 2025, the academic cooperation was sealed with a concrete protocol. The delegation led by the Rector of Istanbul Commerce University, Prof. Dr. Necip Şimşek, accompanied by Dildora Solixo‘jayeva, a specialist from the Ministry of Higher Education, Science and Innovation of Uzbekistan, visited Urgench State University (UrDU). During the negotiations held as part of the visit, the Vice-Rector for Scientific Affairs and Innovations of UrDU, Zafar Ibragimov, and Prof. Dr. Necip Şimşek evaluated existing opportunities and prospective plans between the universities. As a result of these deliberations, a comprehensive Memorandum of Understanding was signed between Urgench State University and Istanbul Commerce University. This historic agreement encompasses a wide range of areas, including the exchange of professors, lecturers, students, and practitioners; the mutual sharing of educational-methodological materials and scientific data; the execution of joint scientific research and innovative projects; joint participation in seminars, training sessions, and scientific conferences; and the organization of short-term training programs. Ultimately, it elevates the scientific, cultural, and socio-economic relations between the two friendly countries to a significantly advanced level.
